How to Apply for CalFresh in San Diego: A Step-by-Step Guide for 2026–2027

What Is CalFresh and Who Is It For?
CalFresh is California’s name for the federal Supplemental Nutrition Assistance Program (SNAP). Those who qualify receive an Electronic Benefits Transfer (EBT) card that works like a debit card at various locations.

CalFresh eligibility is based on household size and income. Both your gross income (before deductions like rent and childcare) and net income (after deductions) are used. Income limits change each year. The numbers below are the limits set from October 1, 2026, to September 30, 2027.

Households earning above the gross monthly income limit may still qualify if allowable deductions, including rent, utilities, childcare, and medical expenses for elderly or disabled household members, bring net income below the net threshold. Recent Eligibility Changes
Two changes to CalFresh eligibility went into effect in 2026. The first affected eligibility for asylees, refugees, parolees, and holders of certain visa types.
The second expanded work requirements. Exemptions still apply to people who are pregnant, caring for a child under 14, physically or mentally unable to work, enrolled in school at least half-time, or in a qualifying training program. Adults ages 18 to 64 who do not qualify for an exemption must work, volunteer, or participate in qualifying activities for at least 20 hours per week.

How to Apply for CalFresh in San Diego
- Check your eligibility. Use the income limits table above to see if your household likely qualifies. If unsure, call Feeding San Diego’s CalFresh team at 858.863.6635 or email calfreshteam@feedingsandiego.org. We can do a quick pre-screening at no cost.
- Start your application. There are several ways to apply for CalFresh benefits.
- Apply online through BenefitsCal. Visit BenefitsCal.com to submit an application, upload documents, track status, and manage your case. The site is available in multiple languages.
- Apply with Feeding San Diego’s help. Set up an appointment with our CalFresh team. Our specialists work directly with the County of San Diego and can advocate for approval, including for applicants who have been denied before.
- Apply in person. Visit a San Diego County Family Resource Center to apply in person or pick up a paper application.
- Apply by phone. Call 2-1-1 to speak with a representative who can help apply by phone or connect you with local resources.
- Complete your interview. Most first-time applicants must complete a brief phone interview with the County. Feeding San Diego’s CalFresh team can help prepare.
